Step-by-Step GPSR Checklist for EU Product Launches

Selling products into the European Union requires strict compliance. Since December 2024, the General Product Safety Regulation (EU) 2023/988 has replaced the old directive, setting higher safety and documentation standards. Whether you sell on Amazon, Etsy, or through distributors, this checklist shows you what needs to be in place before shipping to the EU.

1. Confirm Your Product Category

Identify whether your product is only covered by GPSR or if additional EU legislation applies (toys, cosmetics, electrical goods, PPE, etc.). For example, a toy must meet both GPSR and the Toys Safety Directive 2009/48/EC. Be mindful of vulnerable users: products marketed for children face stricter safety thresholds.

2. Carry Out a Risk Assessment

3. Prepare the Technical File

GPSR requires a “digital product passport” or technical documentation that must be available for 10 years. It typically includes:

  • Bill of Materials (BoM) and supplier details
  • Test reports and safety data sheets
  • Risk assessment document
  • Design drawings and product specifications
  • User manuals, warnings, and labels
  • Signed EU Declaration of Conformity

4. Appoint an EU Responsible Person

Non-EU businesses must appoint an EU Responsible Person (RP). This entity holds your technical file, acts as contact for authorities, and must be printed on packaging or documentation. Without an RP, your goods cannot legally be sold in the EU.

5. Draft and Sign the Declaration of Conformity

The EU Declaration of Conformity (DoC) is a legal statement confirming that your product complies with GPSR and any additional EU laws. It must list the manufacturer’s details, the RP’s details, applied standards, and product identifiers. Authorities and marketplaces will request this document when checking compliance.

6. Label Correctly

Labels must include:

  • Product identification (model, batch, barcode)
  • Manufacturer or EU RP details
  • Age restrictions (e.g. “Keep away from children under 3 years old”)
  • Safety warnings in the official languages of the EU countries you sell in

7. Maintain Ongoing Compliance

Compliance is continuous. Update your technical file if materials change, monitor REACH restrictions, and respond to safety incidents quickly. Products may need to be withdrawn via the EU Safety Gate if risks are identified.
